The Ministry of Local Government and Community Affairs (MLGCA) has deepened its collaboration with the South African Local Government Association (SALGA) through a strategic, week-long visit aimed at building partnerships, enhancing institutional capacity, and promoting mutual learning between the two nations.

This visit, hosted in Seychelles, follows a series of meaningful engagements that began in October 2023, when Principal Secretary Mr. Kevin Perine, accompanied by Director General for Public Affairs, Quality Assurance and Monitoring, Mrs. Murielle Marie, travelled to Pretoria for the South Africa-Seychelles Mid-Term Review of the Third Joint Cooperation Commission (JCC). There, both sides explored avenues for enhanced cooperation in local governance, setting the groundwork for what has now become a vibrant and promising partnership.

Among the key outcomes of that initial engagement was the proposal for South African experts to provide targeted capacity-building support to MLGCA staff—an offer received with enthusiasm. The exchange not only highlighted the professionalism of the South African delegation but also confirmed the wealth of knowledge and best practices both countries stand to share.

One year later, in October 2024, the Ministry returned to South Africa for the National Urban Forum. This time, the delegation included several District Administrators who participated in workshops focused on Sustainable Development Goals (SDGs), urban resilience, and community participation. Visits to South African municipalities offered practical insights into governance models that are directly applicable to the realities of Seychellois districts.

These foundations culminated in the formal establishment of a partnership with SALGA—one grounded not just in knowledge-sharing but in a shared vision for people-centered governance, service excellence, and community empowerment.

During the recent exchange in Seychelles, MLGCA facilitated a dynamic programme of visits to various Ministries, Departments and Agencies (MDAs), thematic workshops, and district tours designed to exhibit Seychelles’ local governance systems while learning from South Africa’s innovative approaches.

The centrepiece of the visit was a two-day capacity-building workshop led by SALGA experts, covering key themes such as good governance, leadership development, organizational culture, and workforce transformation. These sessions saw active participation from ministry staff and District Administrators, and reinforced the role of local government in advancing SDG targets such as inclusive communities and climate resilience.

Speaking at the workshop’s opening, Minister for Local Government and Community Affairs, Mrs. Rose-Marie Hoareau, underscored the importance of staying adaptive:

“Local governance must evolve with the needs of the people. Evolution requires reflection, courage, and exposure to new ways of thinking. This workshop offers exactly that—an opportunity to explore practical solutions, gain fresh perspectives, and strengthen the leadership capacities of our District Administrators, who are on the frontlines of service delivery.”

High-level meetings were also held with MDAs including the Ministry of Lands and Housing, the Disaster Risk Management Division and the Mayor’s Office, where discussions tackled shared challenges such as land use planning, disaster preparedness, and affordable housing. The conversations reaffirmed the need for a coordinated, community-first approach to governance—a core tenet of MLGCA’s strategic vision.

In addition to formal meetings, the South African delegation paid courtesy calls to several key figures, including the Speaker of the National Assembly, Hon. Roger Mancienne; Hon. Sylvanne Lemiel on behalf of the Leader of the Opposition; and Mrs. Thelma Estico, CEO of the Industrial Estates Agency.

Beyond institutional engagements, the delegation immersed themselves in community life—visiting districts, experiencing Seychellois culture, and seeing local projects in action. These moments echoed the Ministry’s belief that effective governance must be rooted in lived experiences and cultural understanding.

Reflecting on the week’s success, Principal Secretary Mr. Kevin Perine remarked:

“This exchange is not only about sharing knowledge but about building long-term partnerships that empower our communities and equip our leaders with the tools to serve better. We are proud of what we’ve achieved together and look forward to continued collaboration.”

The delegation’s stay in Seychelles concluded on a warm and celebratory note. During the evening, tokens of appreciation were exchanged, symbolizing the mutual respect and growing friendship between the two countries. In their closing remarks, members of the South African delegation expressed their gratitude for the hospitality received and affirmed that Seychelles and South Africa now share a strong and promising link in the realm of local governance. They reiterated their commitment to nurturing this partnership and looked forward to continued collaboration and future exchanges that will further enrich both nations’ approaches to community development and public service delivery.

The successful hosting of the SALGA delegation showcases the Ministry’s forward-thinking leadership and commitment to continuous learning. It positions Seychelles not just as a beneficiary, but as a contributor to regional excellence in governance—one that values transparency, accountability, and inclusive development.

As MLGCA continues its journey of reform and growth, partnerships like this are helping to ensure that the community benefits from innovation, professional development, and strong international networks.

The Ministry of Local Government and Community Affairs of Seychelles recently participated in a fruitful 10-day mission to South Africa from the 9th to 18th of October, 2024, which included attendance at the National Urban Forum held in Johannesburg from the 9th to the 11th of October, 2024. The mission follows a meeting held in South Africa late last year, where officials from the Ministry of Local Government and Community Affairs engaged in discussions with SALGA, laying the groundwork for this collaboration.

The delegation, led by Mr Kevin Perine, Principal Secretary for Local Government and Community Affairs, was comprised of six other senior officials. Among them were Mrs Murielle Marie, Director General for Public Affairs, Quality Assurance and Monitoring, and five District Administrators: Ms Begita Melanie (Cascade), Mrs Vesna Gertrude (Glacis), Mrs Jancy Volcere (English River), Ms Nichole Agricole (Perseverance 2), and Ms Claudette Louise (Les Mamelles).

The primary objective of this mission, which extended beyond the National Urban Forum, was to pave the way for formal collaboration between the Government of Seychelles, particularly the Ministry of Local Government and Community Affairs, and the South African Local Government Association (SALGA). Discussions throughout the week culminated in the groundwork for a potential Memorandum of Understanding (MoU) between the two parties. Upon approval and signature, the MoU will create a platform for future exchanges, capacity building, and collaborative initiatives aimed at strengthening local governance and promoting sustainable urban development in Seychelles.

The National Urban Forum, hosted by SALGA, UN Habitat and other partners, from 9^th to 11^th October, provided the Seychelles delegation with an invaluable opportunity to engage with experts, policymakers, and senior officials from various South African municipalities.

During the opening ceremony, Mr. Sithole Mbanga, the CEO of SALGA, warmly welcomed all delegates to the National Urban Forum, with a special acknowledgment of the Seychelles delegation.

The National Urban Forum addressed several pressing issues related to urban governance, including the need for integrated approaches to managing rapid urbanisation, climate resilience, and the adoption of smart technology in urban spaces.

The forum also emphasised the importance of cross-border collaborations between local government entities, with SALGA positioning itself as a key partner in knowledge-sharing initiatives across the Southern African region. South Africa’s experiences in urban development were highlighted, particularly its advances in creating inclusive, safe, and vibrant cities through innovative policy and governance frameworks.

The Seychelles delegation was actively involved in these discussions. They participated in high-level dialogues on urban planning and sustainable development and took the opportunity to learn from South Africa’s extensive experience in managing urban growth. Mr. Perine, in his address to the forum, spoke of Seychelles’ commitment to strengthening ties with SALGA and other regional partners to ensure that Seychelles’ local government strategies are enriched by global best practices.

He noted, “The challenges of rapid urbanisation and sustainable development are universal, and they require shared solutions. Seychelles, as a small island nation, can greatly benefit from the expertise and experience that South Africa, through SALGA, brings to the table. We are keen to formalise our collaboration and explore how we can exchange knowledge and develop mutually beneficial strategies to improve governance at the local level.”

On the third and final day of the National Urban Forum, PS Kevin Perine had the opportunity to address the delegates, providing a detailed breakdown of Seychelles' national and local government frameworks. He highlighted the unique characteristics of Seychelles as a small island state, which differ from the challenges faced by a large country like South Africa, while also acknowledging some shared aspects. Before the closure of the forum, PS Perine expressed his gratitude to SALGA for their hospitality and acknowledged how the discussions from the previous year had successfully led to this fruitful collaboration.

PS Perine also had the opportunity to meet with South Africa's Human Settlement Minister, Hon. Mmamoloko Kubayi, during the forum, further cementing the Ministry’s commitment to fostering closer ties with South Africa on matters of local governance and urban development.

Following the forum, the delegation embarked on a study tour that provided valuable insights into South Africa's local governance structures, focusing on municipal-level innovation and service delivery. The study tour included field visits to various municipalities and engagements with the Ministry responsible for coordinating local government across South Africa’s 257 municipalities.

During the mission, the Seychelles delegation also participated in the SDGs Sectoral Working Group training at Statistics South Africa, which focused on key Sustainable Development Goals (SDGs) such as Clean Water and Sanitation (Goal 6), Affordable and Clean Energy (Goal 7), and Sustainable Cities and Communities (Goal 11). Additionally, they visited South Africa’s Department of International Relations and Cooperation, where they engaged with senior officials to further strengthen bilateral ties.

As part of the study tour, the delegation visited various municipalities across South Africa, meeting with their mayors and local leaders to observe firsthand the innovative approaches these municipalities are taking to address urban development challenges. These interactions provided valuable insights into how Seychelles can adapt similar strategies.

The delegation further attended working sessions on multilevel governance, municipal health, and human development. The tour also facilitated discussions on small town revitalisation, integrated development planning, smart city frameworks​, sustainable transport networks, community-led initiatives, and innovative public-private partnerships that are reshaping urban environments.

Speaking on the overall success of the mission, Mr Perine further emphasised the immense value that this collaboration would bring, not only to Seychelles’ local government structures but also to the broader goal of sustainable development across the island nation. He highlighted that the proposed MoU is a crucial step towards fostering an ongoing exchange of ideas, technical expertise, and capacity building initiatives that will benefit Seychelles in areas ranging from infrastructure planning to disaster preparedness.

“This mission has been a resounding success. The exchanges we have had, both during the National Urban Forum and the subsequent study tour, have underscored the importance of partnerships in tackling common challenges. Seychelles stands to benefit immensely from the MoU we are set to sign with SALGA. Not only will it facilitate capacity building and training for our local administrators, but it will also foster the exchange of innovative practices that can help us create more resilient, sustainable, and inclusive communities. We are excited to see this partnership grow and to implement the insights we have gained in our own districts,” said Mr Perine.

The Ministry of Local Government and Community Affairs last night honored 32 dedicated staff members at the Savoy Resort, recognizing those who have served over 15 years with the Ministry and those who have completed more than 25 years in government service overall. President Wavel Ramkalawan, who was in attendance and is head of the public service, commended this initiative, emphasizing the importance of recognizing public servants for their long and consecutive service to the public sector, regardless of transfers or movements within the government. He encouraged other MDAs to adopt a similar approach in their long service award ceremonies.

Among the 32 honored staff were notable individuals such as Mrs. Cecile Decommarmond, Director General for Human Resources and Budget Management, who has served as a public servant for 40 years. The longest-serving public servant within the Ministry is Mrs. Sophie Pool, who has dedicated 45 years and is currently an Office Assistant at the Grand Anse Praslin District Administration.

In her speech, Minister Hoareau said: "La ki nou pe selebre zot long lannen servis, mon ti a swete ki zot reflesir lo lafason ki zot kapab partaz zot leksperyans, tel ki pran bann rol koman ‘mentors’ pour ankadre bann ki pli zenn dan nou Minister e ekip zot avek sa konesans neseser. "Let us take a moment to reflect on the countless memories and achievements made possible thanks to our long-serving employees. They have witnessed the Ministry evolve, adapt, and overcome various challenges over the years, yet their passion and determination have remained steadfast," the Minister added.

"We are not only celebrating the milestones our awardees have reached but also reflecting on the values they embody—dedication, resilience, and a deep commitment to public service. Tonight reminds us that true success is built on the foundation of consistent effort and a shared vision for the greater good."

The event was also graced by First Lady Linda Ramkalawan, Minister for Local Government and Community Affairs Mrs. Rose-Marie Hoareau, Chief Secretary Mrs. Shella Mohideen, and the Ministry’s management team.

On Tuesday, July 30, 2024, HARI Builders (PTY) LTD made a generous donation of SCR 650,000 to the St. Louis District Authority, through the Ministry of Local Government and Community Affairs. This donation will greatly advance the completion of the highly anticipated St. Louis playing field renovations. Specifically, the funds will be used to construct two key infrastructures: a changing room, including toilet area, and seating facilities.

The cheque presentation took place at the Ministry of Local Government and Community Affairs, located at Ocean Gate House. It was the Minister for Local Government and Community Affairs, Mrs. Rose-Marie Hoareau, along with the Member of the National Assembly for St. Louis, Honourable Sathya Naidu, who received the cheque from the Directors of HARI Builders,Mr. Harish Patel. The event was also graced by the presence of the Principal Secretary for Local Government and Community Affairs, Mr. Kevin Perine, the Acting District Administrator for St. Louis, Mrs. Chantal Mahoune, and the Ministry’s management team.

The renovation of the playing field itself is a project undertaken by the Ministry of Local Government and Community Affairs and the Seychelles Infrastructure Agency, with the support of the National Sports Council (NSC), at a sum of SCR 2.4 million. However, the budgeted amount had not been enough for the construction of the changing room and seating facilities. Work undertaken so far has involved the leveling of the area, construction of a boundary wall, construction of parking areas, surfacing, drainage, and fencing. Upcoming work will involve turfing and landscaping of the field, which will soon be tendered out. The NSC will also contribute lights to illuminate the field at night.

The Government is delighted to witness the proactive involvement of private companies in the development of public and community infrastructure projects.  Mr. Valji Velji Patel and Mr. Harish Patel, both Directors at HARI Builders (PTY) LTD and residents of St. Louis, felt a strong desire to give back to their community, particularly to sporting initiatives that will help uplift the youth. His company, also based in the district, was approached by Hon. Naidu, who played a pivotal role in securing sponsorship for the much-needed changing room and seating facilities.

In her address, the Minister for Local Government and Community Affairs, Mrs. Rose-Marie Hoareau, stated, “Today’s donation serves as a perfect example of the public-private initiatives being championed by our Government to enhance public and community infrastructure. Businesses in Seychelles are the cornerstone of our country’s socio-economic development, but this progress is only possible with the well-being of our communities. HARI Builders has recognised this vital connection, which is why we see their generous contribution today”.

On his part the Director of HARI Builders, Mr. Harish Patel, expressed, “This donation has been in the works since October last year thanks to Honourable Naidu, and I am happy we could present this cheque today. We have more to do for our district and as a resident of St. Louis, I want to do something special for the youths.”

MNA for St. Louis, Hon. Sathya Naidu, further stated, “With the changing rooms, toilet facilities, and refurbished seating facilities, the area will be more fitting for use by various sports teams and it is my intention, along with the support of the Ministry of Local Government and Community Affairs, to name these facilities after two St. Louis legends. We are putting all of the necessary infrastructure in place to ensure that St. Louis becomes a hub for positivity.”

The project, including the changing rooms, toilets and seating facilities, is hoped to be unveiled before the end of this year.

On July 19, 2024, the District Administrators and staff of the Ministry of Local Government and Community Affairs, along with its management, participated in an enlightening protocol and etiquette training session hosted by the Foreign Affairs Department.

The session was led by Aline Morel and Channel Quartre, two Senior Protocol Officers within the Protocol and Public Diplomacy Division of the Foreign Affairs Department. For some attendees, this session served as a refresher course, while for others, it was their first introduction to formal protocol and etiquette. Regardless of their prior experience, all participants found the training to be insightful and valuable.

The training provided a comprehensive overview of the Foreign Affairs Department and covered key elements essential for hosting and attending both formal events and meetings. Attendees learned the proper forms of addressing diplomats and top government officials, the order of address based on the National Order of Precedence list and directory, and the importance adhering to official dress codes for formal, semi-formal, and semi-casual events. Additionally, the session covered the intricacies of toasting, the diplomacy behind gifting, dining etiquette, the position of honour, and the proper arrangements for seating and standing. The correct use of national symbols, including the flag and crest, was also emphasised.

Mr. Kevin Perine, the Principal Secretary for Local Government and Community Affairs, underscored the importance of this training. He noted, "It is important for our district administrators to learn these protocols as they frequently host various events and interact with key stakeholders."

This training is a significant step towards ensuring that the Ministry of Local Government and Community Affairs maintains high standards of professionalism and decorum in all its interactions and events. It follows the training on proper styling and grooming at work.
